Pelham: Bill Grinley, a professional welder and Army Reservist who was deployed in Iraq for a year, is credited with creating a system that makes extraction tools used to free soldiers trapped inside military vehicles in Iraq. He received the Bronze Star Medal from the Army and will be honored next week at a ceremony in Pelham that will be attended by Gov.
